I need to be able to share that ID to allow dial-ins and it seems that I have everything set up correctly, but I can not locate the conference ID anywhere. Based on my knowledge, the conference ID for the user is set to Dynamic by default if your conferencing provider is Microsoft. So e ach meeting that a user schedules will get assigned a unique conference ID and there is no conference ID included when the conference info sent to the user.

From your description, there is no conference ID when the user creates Teams meeting in Outlook. Given this situation, I suggest you let the user try creating the Teams meeting via Outlook Web App or scheduling a meeting through Teams Calendar.
